What would happen if you were to make a freezer water chamber/res for a water loop which would cool the water to 16c and maybe clad/double tube the tubing to prevent condensation?

 

You would need to pass it thorough a radiator of sorts to get it to transfer the heat and cool the liquid it down to 16C, but you can literally just crank up the AC in the room to the max where most go to around 18C giving you pretty nice cool air for a watercooling loop.
