iTunes - your payment method wes declined

I made an Apple ID account and now I wana put my payment info on it so I can buy an album but I click on Visa, type in my card number(yes i checked many times if I typed it correctly), expiration date, security code, billing adress, phone number, postal code and all that but I keep getting a message saying:

 

Your payment method was declined. Please enter valid payment information

 

Wtf iTunes it IS valid. I have my card right with me reading the number off of it typing it number by number and it just keeps putting on the same message. :(

 

How do I fix this ?

It means it was declined and will not be accepted and will never be accepted.

Maybe try calling apple
