Power cut out for a second and my computer turned off then powered back up normally (by itself). I went upstairs to get something, came down to find my computer turned off (I didn't tell it to shut down), tried to turn it back on and it wouldn't.

Can I RMA it? It should still be under warranty.

Is the breaker tripped? I'd check that out before you buy a shipping label.

How can you check that? I changed outlets from the original one. There is another PC in the room running when I checked the PSU. I'll check how many circuits there are in the room.

From hearing about others that ave had problems out of the box that light should stay green when you press the self test something is up, if need be it should be perfectly RMA'able to Corsair. As for using another plug that should remedy the problem as long as you are not on the same circuit. To check the breaker you need to find the one for the plugs your using in the mains box in your home.
