What would be better, installing a sound card or using an AMD graphics card/APU that supports True Audio?

Probably both would be a waste of time, effort, and money. If you explain why you want or need to upgrade, appropriate recommendations will be forthcoming.

Isn't TrueAudio just a DSP?  Without knowing your headphone/speaker setup can't really recommend.  A sound card would primarily provide better analog output (which headphone and standard speakers use).  For digital output it's not really worth it.
