SAPPHIRE Vapor-X  Radeon R9 280X says you need a 700wat PSU but do i need that much this is my build so far

A good 700 will handle that rig with two of those graphics cards. If you're only running one GPU you'll be perfectly fine with a good 550W.

550W will do you fine. You can find some Seasonic/SuperFlower OEM one's, on PC Part Picker I can see some Seasonic one's around $80 that'll fit you nicely?
