I have a question about using a VPN service in places like dorms where you have to register your name to the jack you are using. Would VPN still mask all of your connections or would they be able to tell what you are looking at online?

BUT... if you wanted to hide from it you could buy an EXL and run all your data through crypto algorithms. How ever each node you communicate with needs the same device and sudo-crypto.

I think you should look up what the university does with giving students access to the internet.  Mine does not look at what is being sent through, but if they get a request from some company about a serious issue they can still track you and shut off you access to the internet until you meet with the dean and discuss it.
