Assuming this isnt a gaming build since No GPU is listed for either. I would say System B because the intel 3450 will be faster than the FX-8350 for most workloads

Neither... They're both poorly thought through and implemented.

 

That being said, if you HAVE to choose one I would take the second one I guess. It's the least horrible of the two. 

 

The reason I'm taking the second one is because of the MB that comes with the 8350. If it was at least a decent overclocking MB, I would be changing my suggestion to the 8350 build. Keep in mind that the second build isn't a speed machine by stretch of the imagination.

 

What kind of gpu are you planning to buy?? I would be careful with that 430W "builder" series PSU with the second build. Also, do you need storage? I noticed that the second one only has a 120gb SSD? That's not going to fit many projects.
