You will be able to do a bit more then just 30fps (depending on game)

1. Ditch that OS. Use the free Windows 10, and dump the money on the rest of the build.
2. Get a smaller (and cheaper) PSU. 650w is overkill.
3. Er..... the GPU and the case have no price? Wah-!?
4. Switch to intel + h81 mobo. It's stronger.

yes i know ill go with win10 but i couldn't find it.

how much of a psu?

 

wat intel cpu and mobo? would like to have the same price or less and the mobo has to have uefi

 

and i want to add an nzxt hue led system and an nzxt fan controller later so i thought maybe some more watts for that

hi, maybe a 550 w psu?? you also could put a cpu fx 6300 and r9 270x (you got a powerfull card but the processor would last longer with  a 6300 a think)

 

i'm also new so thats wath i think, but i can be wrong  xp

it goes out side my budget

 

and the 860k is a lot newer than the 6300

 newer doesnt mean more powerfull, about your budget, i meant to downgrade the gpu, 280x to a 270, may be with that you could put a bit more into your cpu. but i mean 4 cores is ok, i really don't know if that cpu bottlenecks the 280x, but if it don't just go ahead
