I had this issue for a while now but I havent really thought of it until a friend of mines said in that his dual 670's runs with 5 degree differences between the top and bottom card. In my crossfire setup the top card will run to 74c while the bottom card will run to 60c. When they are both being used 100%. The thing that worries me is that the top card is running at 100% fan speed while the bottom one (which is cooler) runs at 80% fan speed. Here is my case cooling

Case:

Phantom 410 red

Front:

2x 120mm aerocool ds 1100 rpm 62.5 cfm each

Side:

1x 140mm Aerocool ds 1100 rpm 71.2 cfm

Rear:

1x 120mm aerocool ds 1500 rpm 81.5 cfm

top:

2x 120mm noctua NF-F12 IPPC 2000 rpm 71.6 cfm + 240 mm rad

*during the test all fans were set to 100%

Now is this an issue or is this completely normal?

That is normal.

I've pretty much the same with my 980s. One runs at around 55°C and the other one at around 65°C.
They can get even warmer sometimes in some crazy games like Metro Redux to 65°C and 80°C.

Usually videocards can operate safely up to a temperatur of around 95°C. If it reaches that, then you should worry and consider either water cooling or better airflow.

And you've 7970s anyway. They are known to get freakin' hot.

Edit: You could turn up the fan speed of the lower card with MSI Afterburner and set a custom fan curve. That could help to cool your bottom card and even your upper card aswell.
