So a friend of a friend was having issues with artifacts on ESO and ESO only.  No benchmarks or games were causing the artifacts.  I rebuilt the PC with a new board, CPU, PSU, graphics card, SSD and reloaded Windows.  Entirely new PC and it's having the exact same issue.

 

Before specs:

 

Intel Pentium G3220

ASrock H81M Board

2x4GB DDR3 Memory

EVGA GTX 750 1GB GDDR5

EVGA 500W PSU

Kingston V300 64GB SSD

 

New Build

 

Intel Core I5-4460

ASrock H97 Pro 4

Same ram

EVGA GTX 960 4GB GDDR5

New EVGA 500W PSU

Kingston Fury 240GB SSD

I think it may just be a bug in the game since it happens to me too sometimes.. in those instances, I can see the programming checkerboard and all the players but no walls..

It's the pop up menus and the load screens.  Everything in game appears to be fine.

 

its not hardware related for sure.

I don't believe so either but not 100% sure.

You change any of the graphics settings within the game or within NVidia Control Panel?  I have the game myself and never encountered this problem.

We can, I set it to max though.

Well before setting anything to MAX, try at the lowest setting first and then work you way up.  When you say, "I set it to max", what settings did you set to max.  Are you talking about in game or are you talking about NVidia control panel.

 It was set to high so I moved it to max settings (in-game).  He came over and tested it and everything was fine.  He plugged it in at home and BAM the terms and conditions section is a giant box of pixelation.  Tech support had him remove the user settings file and he made it into the game so far.
