Like much other people I am going to have an SSD and a HDD in my system.

I was wondering what the exact method is for configuring an SSD and a HDD and having the system automatically place the most accessed items on the SSD and not let the SSD be more filled than 70% for optimal performance.

I know this is possible because I did something like this with a friends computer a long time ago, I used some kind of managing program if I recall correctly.

I hope there will be someone in the linus tech tips community who can help me with this because it is kind of a paint to manage storage yourself and have to clean it up every week.

There are ways but they take a lot of time. The first thing you can do is change the page files and syslog to the hard drive and change default download folder also the the HDD. The temp files and all the crap that builds up over the time can be taken care of by using Ccleaner and scheduling a clean-up of the SSD once every month. That's my setup at the moment and the SSD works like a charm and has no crap on it :)
