Error 522: Connection timed out

I keep getting this page randomly when I try to go into topics, and other pages around the site, I was wondering what was going on.

Idk if there is anything I can do to help fix this on my end (it doesn't look like I can)

 

And yes, I am running Windows 10 Technical Preview, build 10041 before anyone askes, this is just an internet machine. I haven't had any issues with it yet, the only progams I run are Crome, Cisco packet tracer, putty, tftpd32, and vlc

It is happening to some people as well. It's happened to me several occasions.
