If you're shipping your PC its going to get destroyed.

You need to use a proper shipping crate, with foam padding.

Also your GPU and CPU heatsink need to be removed.

 

But no, the bubble wrap will not damage anything with static

I wouldn't risk shipping a fully built pc in the mail, remove the gpu and heatsink and package those separately. I'd also recommend to put the pc in a box filled with those foam cheetos thingies instead of bubble wrap.
