Static help?

I've been having static issues when listening to music, and I'm hoping I can finally find an answer

 

I've found thus far that

- It's not my headphones (they work well on my phone)

- It's not chrome (downloaded music also has this problem)

- It's not only my motherboard (USB dac also had this issue)

 

Some oddities:

- Only happens on first boot up of the day

     - Restarting my pc fixes it

- Reinstalling drivers doesn't fix it

- It's only occasional, it sounds like your listening to the radio but you're far away from the source (every few seconds static)'

- Replugging in headphones works sometimes (it'll come back)

 

 

Any ideas?

Maybe the Gigabyte sound driver, play around with it.

I was gonna suggest RFI filter and ferrite beads, which works wonder to my dac, but yeah, the fact that the problem goes away upon restarting suggests it's more likely software issue.
