Trouble installing Windows

I just finished building my brother a computer, everything fit and looks decent, but I ran into some trouble installing Windows.  I tried 2-3 times to install it, and whenever it finished, it restarted saying 'The Computer Restarted unexpectedly or encountered an unexpected error'.  I fixed that error by going into regedit and chaning something from 1 to 3, but then I ran into another error.  Once it got past the screen that said 'Installing Apps' and was about to boot to the desktop, it blue screens and says 'FIX IRQL_NOT_LESS_OR_EQUAL'.  Every time I try to boot now, it blue screens and says that error message.  I have seen some things on how to fix it, but all of them require being able to boot the computer to the desktop.  Any ideas on how to fix it?  Thanks for any help!

I did a little troubleshooting, whenever the WiFi card is plugged in, it blue screens on boot, and whenever the GPU is plugged in (even when the power isn't plugged in), it doesn't even post.  That might help figure out the issue better.
