So after getting my new GPU I overclocked it getting 1170Mhz on the core and 1700 on the Mem.

That ran fine when I was actually overclocking it (With furmark) but when I launched 3D Mark and ran the Fire Strike benchmark it wouldnt clock above 950 mhz.

Power limit is on +25, card is Amd R9 280X Vapor-X.

My GPU History: GTS 250, 7790, 7850, GTX 660ti, 7870XT, 7970, 280X, 280X Crossfire, 290, 290X, Fury X, 390 Crossfire, Fury Crossfire, 1070, 1080, 1080ti.

My CPU History: Pentium 4, Pentium E5300, Core 2 Quad QX 9650, Intel Xeon 1230 v3, 4790K, 3930K, 5820K, 1700, 3700X.

what you use to read the GPU speed?

 

was it GPU-Z ID or Afterburner?

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.

Where are you finding out it won't go above in the benchmarks? Are you using in-game core clock because it has never been accurate..

 

Or can you literally not hit speeds above it..

Afterburner, and I can also tell because the results coming out of 3D Mark are lower than normal.

It just wont the the speed. 

 

First thing that comes to mind is thermal throttling. Maybe keep an eye on those temps.

Temps aren't above 65C

uninstall and reinstall the GPU drivers

 

same goes for the Afterburner software or any other OC software

Budget? Uses? Currency? Location? Operating System? Peripherals? Monitor? Use PCPartPicker wherever possible.

Next thing on the list would be power delivery and making sure the drivers are up to date. By power delivery I mean making sure you have the overhead on your PSU. A good way to check is build your pc on http://www.pcpartpicker.com. It'll give you a wattage estimate and if you aren't clearing that then it may be your problem.

Running Omega, Tried reinstalling drivers. Power delivery is fine, I'm running a 620W PSU(Single 12V Rail.).

 

Btw it won't even run at factory overclocked speeds of 1070Mhz.

download only Afterburner

 

set power to 110% or 120%

Well shit... Maybe a badly binned GPU. I'd screenshot your results and email the manufacturer. Worst case RMA.

Huh... 

 

The card changes clock as it runs. The only thing I can think that 3Dmark is pulling the clock at the end of the run or giving an average. Below is a good example.

It goes up to 1170 Mhz when I turn the computer on (The first 2 big spikes) then the big chunk is in 3D mark, and just as a control the next big chunk is Goat Simulator (First steam game I clicked)

Sounds like it's part of the driver package that's included in the catalyst software. According to this http://www.rage3d.com/board/showthread.php?t=33959271, it has something to do with hotkeys. Outside of that I'm not sure.

Ok scratch the AMD thing, it's 3D mark itself... Like wtf! With 3D mark open, it will max out at 950Mhz, when it's closed, it will go to 1170 Mhz... What the actual fuck?
