1080p, first build

So, I want to build a pc in the future... but I don't have that much budget, I want to spend as less as possible for my display any suggestions? I want at last a 1080p screen. Also should I buy a new one or a second hand? Like scrapyard wars For displays?

I would definitely advise to save. If you are unsure of your budget, you should probably think of that first. What do you want to be able to do with this build in gaming etc?
