Who has used 14cm Akasa Vipers?

They're just faster Hyperboreas/Apaches--generally not loud at <1000rpm with performance that doesn't get much worse at lower speeds.

Would they be quieter under load compared to stock?

 

As stock only says 35dB (doesn't say what voltage but i'm guessing 12v) and Akasa say a maximum of 25dB.

 

Would you have another recommendation for quieter performance for around the same price or cheaper?>

I was making sure since 'stock' in this case would be used as an adjective and not a noun. 

They should easily be quieter than the stock fans as long as you run them below ~1000rpm. 

If you want alternative suggestions, it would help to link us to where you're shopping.
