Soo Normally i have my APC Ups plugged in but i had it unplugged to clean.

I build up a lot of static electricity naturally, so i turned my light (to my room) on via the light swtich, i felt a "strong buzz of current" then my pc which is on the other side of the room, decided to turn on???, would this damage anything...turning pc via electrostatic energy?

No, not at all.

All it means is the outlet(s) that your PC is plugged into is linked with the light switch (somehow). Electricians used to do this a while ago, crossing wires and having multiple outlets aligned/parallel (w/e u want to call it) with the switch.

If the PC turned OFF, the PSU might've tried to save the PC.

But since yours turned on and presumably everything works; you've got nothing to worry about.

Just stay away from carpet & balloons, kk?

Then as long as you don't invite any clowns to build you balloon animals (I know you love those things) you're all set.
