Okay, so I have two monitors setup, both are 60hz. My main is a 1080p IPS display, while the other is a 1360 x 768 tv, which I presume to be TN. Why, if I play a 60fps video, it looks smoother on the tv display compared to my 1080p, even though they're the same refresh rate?

does the tv have any features that might smooth it out similar to the "240hz" tvs?

maybe the response time on the tv is better, since its TN.
