Windows 8.1 Task Bar Transparency?

Okay, so I was watching the WAN show a couple weeks back and I saw that on the laptop they were using, it seemed to be running windows 8.1, but I noticed the taskbar was transparent. From what I understand, aero or full transparency was removed in windows 8, so how was this so? Was it the simple process of downloading something to restore it, or is there something I can do without installing anything?

aero as a named feature is gone. however all of its features were integrated into WDDM. Aslong as you don't have the theme set to basic mode it should be transparent.

You want an invisible taskbar a la Chrome OS? I've read a few ways to do it but most are either buggy or are hit and miss.
