need help with 1200$ gaming pc build

1. so Right now I am looking to upgrade from a gaming laptop so I only have a budget of $1000 CAN but I can go up to $1200 if needed.

 

2.Mostly for gaming but very small amounts of 3d software like Inventor. games I usually play are; (War Thunder, Arma 3, Assetto corsa, and thinking about trying star citizen)

 

3.I will only be using one monitor as long as it it above 22".

 

4.I will need a OS preferably windows 8.1.

 

5.Upgrading because my Gaming pc cannot do much it has a great cpu of 17-4700mq but the gt755m is its downfall.

So I see I am choosing the wrong gpu then i just went to a tigerdirect thats closing and they have both the evga gtx 970 and msi version and a r9 290x msi for around the same price (420$) is this a good deal and if so which one
