Xubuntu Amd Drivers
TBH, you should just be happy it can do that without any problems, with netbooks and old laptops there just aren't that many ways to get them doing anything that can be classed a even remotely intensive. I know you need Chrome, but if you don't want issues with stuttering (which is related to Chrome's inbuilt flash player being used instead of the default HTML player) use Opera.
occasionally there are issue with one over the other,but usually fglrx or fglrx-updates is alot better and gives you better performance and more options like overclocking, configuring your displays boot properly in multi-screen setups, and more.
just a side note: if you are having issues with using fglrx or fglrx-updates and want to use it you can always try downloading the drive directly from amd.
those drivers helped a little
BUT this biggest problems was extensions takin up ram exiapplly google cast cleared almost 750mbs of ram and that fixed most of the issue getting solid 27frams in the tubes now
since im sigend it synced the extensions from my beast sooo.. lol...
