Yes but:

If your GPU only takes power from PCIe:

-Make sure it takes 25 W or less

or

-Get an externally powered riser (molex)

 

And no, latency shouldn't be affected unless the riser has some extras like an USB port or shits

...sort of answers, worried about the wattage now :/ those 200w cards ya know

running a GPU on a 1x slot is a bad idea, as far as i know neither nVidia or AMD even allow the card to run in a 1x slot (8x for nVidia, and 4x for AMD minimum) even if it works, you'll have very low bandwidth between CPU and GPU/

Really? my mobo advertises that you can run 6 cards on it and there are 5 1x slots...
