guys guys so currently i'm trying to create a personal website

 

i already learn html5 but its kinda tedious and annoying when setting up the table/picture/pixels

 

i'm looking for a cheap/free/open source GUI website development software where you can pretty much drag drop for example a button to a specified spot

 

what would be your recommendation?

It's not open source nor free, but I think your'e wanting something like Macaw. It's $100 for lifetime I think

$100 for lifetime is a really good price as long as the software is useful.

there's a 30 day trial if you're unsure :)

Just write the code, it may take longer to begin with but you will learn more and become faster as time goes on

If you have some experience with CSS and JS you could check out http://getbootstrap.com/

 

I have heard good things about bootstrap, but have not used it myself. Only other thing I can think of is Dreamweaver.
