Lately my internet has been acting very wierd. I get about 1.2 - 1.3 Mbps on speedtest.net (I live in Australia). This speed is fine for most of my uses however lately I've been noticing that if I do certain things on the internet, my bandwidth doesn't seem to be fully utilised. For example, if open a YouTube video, the video will buffer at 1.2 - 1.3 Mbps, which is normal. However if I try to load another video on another site such as dailymotion, the video will only buffer at around 0.2Mbps or so. You may say that maybe something else on the network is using the bandwidth but I've tested this with only one device on the network and no other programs downloading anything. This happens on any device on my network as well, be it my laptop or phone or whatever. If I use mobile data on my phone and hotspot it, everything loads fast, so its not an issue with servers. Things like downloading files and loading images on imgur can also be slow, loading at only around 0.2Mbps or so. Loading webpages however, always seem to work fine.  Its almost as if I have reached my monthly download limit but only certain activities are effected by shaped speeds.

If anyone could help me out, it would be most appreciated.

it's server's problem. I have 50Mbps, but sites like dailymotion sometimes would slow down to a crawl or simply stop working.

Definitely not a server problem. I can load the same thing on mobile data and it will load very quickly.
