Ok here are some things you can do.  One is test the video card in another pci-e slot.  Two, please tell us does the computer it was tested in still work without the video card?  Three, is that the store he bought it from should honor a store warranty.  It seems fishy to me that they could not just print him out another receipt.  They would have the information on file still if it was a recent transaction.  He can try the B.B.B. (which often is a waste of time) or something similar to get help getting the store to honor any store warranty they offered.  Uhmmm also your friend still has a manufacturer's warranty that is good?  If so he can RMA it.  If he doesn't have that then you can try to bake the card and hope it revives it.  There are videos on YouTube about this.

Too many ****ing games!  Back log 4 life! :S

You can't fix it unless you have advanced soldering skills. And even then it would be though. Get ready to buy a new card.

Most of these new electronics don't even have manually soldered components, instead the pins are just melted on the board with a machine, so they even have to x-ray it to make sure it's well soldered. You could only diagnose a malfunction, but not fix it, unless it's a few resistors or condys.

Yeah, you can only fix it in certain situations where it's a faulty capacitor and things like that.

Don't ask to ask, just ask... please 🤨
