Steam game disk read failure

In my content log it says this.

 

 

AppID 730 update canceled : File commit failed: previous install file locked "C:\Program Files (x86)\Steam\steamapps\common\Counter-Strike Global Offensive\csgo.exe" (Disk read failure)

 

how do I fix this? It was working fine yesterday

Try going to your Steam programs folder, properties, and un-checking read only. (You'll need admin access.)

The projects never end in my line of work.

What exactly do you mean by steam programs folder, I can't find it
