CPU Voltage won't downclock?

My CPU voltage was downclocking before but now it just stays at 1.3v.

 

SpeedStep is still enabled, I have no clue what happened :P

Voltage doesn't down clock. It's not a frequency. That being said, if you explicitly set your voltage to a certain value, it won't lower even if your clocks lower.

I just realized that the voltage won't lower because the clock speed won't downclock but it randomly seems to be working sort of now.

I adjusted my minimum processor state to 5% as I read somewhere to set it to that.

 

Should I keep it at 5%?

Change it to Balanced.
