So I recently disassembled my laptop and salvaged an amd a6 and a 500gb hdd. I wanted to make a server for my mom to store her files (like ghetto cloud storage) and to host servers of things like Gmod minecraft and other games. Does this build have any bottlenecks or needed upgrades? Budget is 300 - 400 but I would like to keep it as low as possible. Thanks

Kind of. For what you have that's pretty much it. You can get a Windows Key for $25 on reddit, don't buy a retail copy.

However, if you have 400 you could make a killer server, something like this below, which would blow the a6 out of the water with sheer calculation power. But that's if you want to buy a whole new system.

Also, 16gb of ram in a server is overkill in many cases. For minecraft and Gmod, you'll rarely pass 6gb of ram on a large, heavily modded server. And the a6's main selling point is all on it's integrated graphics, which are all but useless in a server.

Anyway, if you WANTED a good little discrete server box to hide under a desk you could easily throw together one of these for just about $400.
