Steam account getting hacked

My friends steam account has been hacked 3 times, three accounts in two weeks. He re-installed windows, and use three different emails. How is this possible? He will be in mid competitive and then he gets kicked, and the name is changed and he gets unfriended from everyone. Anyone have the same issue?

He has, it happened once, he reinstalled winodws, new email, new password. Happened to that account, new email, new password, happened again. he is using his phones Wireless hotspot, could  that be a issue?

With steam guard your friend has to be pretty special for this to be happening repeatedly.

I've had plent of attempts. I can't image how your friends has been stolen so many times, its prett obvious he's doing something wrong...
