Some hdd questions

Hi guys.

I have a WD black 1tb as my storage device ( OS/games/programs are running on an ssd). Anyway, every time i open it to get a file or even when another programs needs access to a file from it, i hear the spinning noise like it's always starting and it takes like 2-3 secs to open it. It doesnt bother me at all but i just want to know if its normal cause my last hdd broke down after i got the ssd and it started to do the same on/off thing this one does.

Is it bad? Can it cause damages to the hdd constantly switching from both stages? is there a way to keep it always on (assuming it goes on and off when its used or not) ?
