New Computer Windows 8.1 REALLY SLOW INTERNET

HELP ME PLZ!
But really please help!
I just built a new system and the internet is sooooooo slow. I thought it was the whole house but its not, I put another computer right next to the new one, the old one has a worse wifi card and it gets 1.27 mbs (that's good where I live) but my new one only gets .32 at the most!!!!!!!!
WHATS WRONG PLEASE HELP MEEEEE

The wifi card has all the drivers installed...

Maybe try putting the wireless card into the other machine and see if you get the same slow speeds. What card do you have in the other computer?
