I have a laptop right now that is very bad at running games. I  am going to make a gaming desktop but want a portable case with maybe like a handle or a way to mod it so it has a handle because I want to take it to my friends house And im only 12 so Is walk or skateboard there which is why I need it portable.

Cheap can mean quite a few things, some smaller case examples are the silverstone rvz01 and the bitfenix prodigy m.

I don't care what hardware you put into it, you won't be carrying this computer while riding a skateboard.  WAY too heavy (trust me, I've tried)

you don't "put hardware" into a pre-built computer (i.e. GPU, CPU etc...)  

 

Anyway OP was looking for a case, not some silly pre-built with integrated graphics...

A really great portable case is the Lian Li PC-TU100 but it's around $110. My recommendation is to just attach a handle of some kind onto a CM Elite 110/120/130 or Fractal Design Node 304
