Best cheap tablet?

So, I want a tablet. I want to take notes in class with an Adonit Jot Pro, read and surf the web. Here are the rest of my criteria:

7.9-8.9" display, 4:3, 16.9 or 16:10. I will go up to 10.1" but I really don't want to, I'd rather have an ~8" display

MUST be a FHD (or 2048x1536 if 4:3) display, nothing lower.

$250 budget

Android 4.4. or 5.0. or Windows 8.1, but I doubt you'd be able to get a Windows 8.1 tablet with a 1080p screen under $250

2GB of RAM and 16GB of storage, MicroSD would be nice but not needed as all notes would be saved to OneDrive (which I have gotten 230GB of for free), all books are cloud-backed and web browsing is available out of the box.

No MediaTek, Intel is fine

I live in the US

I'm looking at the Lenovo Tab S8, it looks really nice. I REALLY want the Nokia N1, but stupid Foxconn doesn't want to launch here for whatever reason.

The Lenovo Tab 2 A10 looks nice too, but a little too big.
