The way you describe it...it's normal.

Well, you're saying if you have one 4GB stick in a lot, "only" 4096MB is available, and if you have an 8GB stick in the first slot, you have 8GB available.

You may have to RMA the board, or the RAM

You could also try using the memOK button if you have one. (chances are you do)

RMA the RAM first if you can.

So you have two sets of different size ram sticks? something like 2x4 & 2x8? or just 8 and 4? That also could be issue. But if bios and windows show it normally I don't think it's gonna be end of the world.

E: whats your mobo? Does it even have support for ram clocks over 1600?

Are you sure that all are rated for 1600Mhz or above? What about the timings?

Why do i always get blue screens? Why not a red one for a change?

have you checked your memory is in the right slots, I know this sounds strange but if you put a pair of memory in the slots on the motherboard but they are not in the right pairing it could cause the computer a lot of problem's.

Most motherboards are colour coded with the the memory slot's, on my motherboard I can have 4 memory slots, 2 are black and 2 are gray, if I put my 2 memory in say 1 in the black one and in a grey one, it should work but there could problem's later on when I over clock my cpu.

so make sure your memory is in the right slots.  on most motherboard's today they have 4 slots, and numbered 4 -2-3-1, you should populate slots 1 and 2 together with a pair and 3 and 4 with the second pair of memory or put a single memory chip in slot 3.  You can see the number on the motherboard, it can be small but it should be there.

Are you on 32bit or 64bit OS? Are you on Intel of AMD platform? More information would be nice. If you are on 32bit that is a normal problem and some limitation of 32bit OS if you are on 64bit then shut down your PC, discharge all static electricity from your body and then try reinstalling your RAM then go in to UEFI/BIOS and make sure that all dimm slots are turned on.
