For the gpu I would sugest an R9 280X over the 960. It has more vram, and is generaly faster than the 960 for the same price, if not less ussually.

If you want a little more performance for slightly less of a price but creates a little bit more heat and power buy a r9 280.

I would lower the cooler and get a hybrid drive or fast HDD then try to get haswell refresh and a better psu
