It's not just the Android application.  Google Reader as a whole has been discontinued.

 

You'll have to switch to another RSS reader.  I'm using Feedly right now.

If you are using gReader with android, you can use Feedly as new RSS feed service. Just log in with your Google account and set it up. You can then use Feedly account with gReader. Just logout and back in. gReader is just interface.

 

E: if you want to export all rss feeds from Google's service, log in with browser and use Takeout service. It should be available untill 14th.
