PC Won't Start?

Okay. After I threw everything tigether outside of the case, my 750 Ti is working again. Any thoughts as to what caused this?

Hello all! I am attempting to type this on my Android tablet so excuse any spelling errors... When I usually start my PC, Project "All Out", as can be found in my signature, I just plug in the power cord to my PSU, and the PC starts, and at other times I use a screw driver to short the power pins as I don't have a power button yet. So the story is, I was moving my desk, so I unplugged my setup. Anyway, when I go to plug it back in the PC starts, but this time my 750 Ti is at about half of its full fan speed, compared to idle at the usual startup. My PC doesn't do anything, and nothing shows up on the display, not even an input signal. I have had this problem before, but unplugging and replugging over and over eventually booted itinto Windows. This time this is not the case. Any help?

Take out GPU and put your monitor cable in mobo, see if that helps. 

Reset CMOS? reset bios?

I can confirm that booting with integrated graphics works. Could it be that my card is incompatible with my ancient hardware? I don't want to have to think my card is dead.

try too,  set PCI-e as primary in the UEFI BIOS

That was already set when I installed my GPU. My thought is that the GPU wasn't seated correctly due to my custom case. Now that I have everything on my GPU box it is seated correctly in the PCI-E slot.
