Swiftech do make a rad with a builtin reservoir and a cpu block with a builtin pump. That's as close as you'll get, realistically.

if your fluid is toxic enough you should get pretty close, but it will always be better to just flush te loop every now and then

usually you have to hange the fluid because it gets polluted, if the fluid is chemical (toxic) don't know the proper word it's more a direct translation, it gets less polluted over time so you don't have to change it.
