Get a 970. Its the only card in your budget that will have full support for DX 12 features. We know older cards will have basic support but only the 960, 970 and 980 have full hardware support.

If I had to buy a card today, a 290. If I had a little time to wait......... new cards are coming soon............. From mid March to June you should have more choices, faster and cooler running.

yes, I'm guessing the price of the 390x is going be comparable to the 980 but the 380x(if it comes out) will be the competitor to the 970.
