What's your PSU's wattage? Are the powerconnectors (if any, not sure) connected firmly?

It's not going to be the PSU, your whole system would be screwy, and would also have a difficult time POSTing. If it's at all possible use the on board graphics, try using the computer with that, and then see if you can get past the Windows logo. (btw, this doesn't seem like a problem from putting in a new Gfx card, however stranger things have happened)
