Yeah a 750Ti is your best option then. I wouldn't really try a 960 unless you have balls of steel. 

I know that this PC has a max power of about 330w because of the external power brick?  What would be the best gpu upgrade?  Would a reference gtx 680 work in it?

No, The GTX 680 was a very power hungry card. You'd be looking more at a newer card, such as the 960 / 750Ti, or maybe the 970 depending on the rest of the specs of your system.
