im playing a gamecube rom and it plays at like double speed and the sound is fuzzy

What emulator are you using?

And you say your game plays too fast. click config and make sure the first screen looks like this

With dolphin if i try to mess with the frame rate then i normaly get the problem you have. You can't really run games higher than the frame rate that they are set at by the devs. Maybe a select few but as far as i have seen....none

That is exactly what the problem is my friend :)

Just have it set to auto and limit by fps unticked and you will be good to go.

Why would you try to up the fps? You play the old games because you like the story line, or the charecters, not for the graphics...
