If you have an installation disk or flash drive, you can use the repair utility. Just boot into the disk/flash drive and select it.

Try to install it again, you can get maybe a more up-to-date iso from microsoft and install it from a usb-drive

Format your HDD then install windows again.

I just finished building my first pc and I got this blue screen saying that my pc needs to be repaired and the appliction or operating system couldnt be loaded because a required file is missing or contains errors

Put the disk in you Optical drive and mash the BIOS-button of your chioice, choose to boot from the optical drive and you're good to go. The rest is pretty self explanatory.
