PC wont restart when windows asks

so i noticed the first time i tried to update windows it said as usual you have to restart in order for the updates to work

i said ok restart
my PC screen went black and the CPU LED turned on to red and wouldnt START again
so i dont know i looked up a bit and people think it might be a pin that is bent or something

my specs 
i5-4690K
ASUS Z87-A

Idk to much about this but i know the z87 needs a bios update for that CPU and will your pc turn on and can you get to your old windows?

i can boot into windows fine and i already updated the bios when i got the CPU but i just cant RESTART the PC i can turn it off and then on but not restart

Check restart option present or not:

 

Go to Start -> control panel -> Taskbar and start menu properties -> power button option -> restart.
