I would not recommend it because it will greatly decrease the efficiency of how the heatsink collects and dissipates heat.

Yes its possible but i would not do it, because i think that the paint would make a cover on the heatsink and make it less efficient. IMO

Yes but it will reduce cooling performance.

If you plan to do it then put just very small layer of paint on it.

What card do you have? If it actually is a heatsink then I wouldn't, but if it's a plastic part of a cooler or a part that doesn't affect cooling performance (no fans, no heatsink), it's ok

Yes the shroud is ok to paint but not the fins other have tried to paint the fins and have insulated them to the point where temps increase substantially, so it's not recommended to paint the heatsink itself (10-20C)
