Overclocking in Windows 8.1

I have a G3258 installed in an MSI H81I. When I'm running Windows 7 my overclock settings in the BIOS are retained after restarting the PC. When I run Windows 8.1 the OS will report my multiplier as max turbo boost and only run at default speeds after a restart. If I completely shut the system down everything is applied normally. I've tried different chipset drivers and different ME drivers. BIOS is completely current including ME. I'm at a complete loss..
