I was wondering when the technical preview ends in April will we just not be able to download it or will we not be able to use it anymore?

I'm not sure, but they will at least end the download links. Also probably deactivating the given product code as well.

The expiration date is usually extended as needed. Microsoft put it, else people would just use the latest build as a free OS.

Microsoft usually gives several month after Windows 10 is released to give you time to go and buy it before the build expires and can't be used anymore.

Mind you, Microsoft did announce that if you have Windows 7 or 8.1, you can upgrade to Windows 10 for free. We don't know how it will work. It may be as simple as putting your Win7 or 8 key in a web page and get a product key and download link for the official build, or similarly to Win8 upgrade, you need to run a setup in Windows which checks if the system is activated, genuine, and then proceed to download the ISO, prepare your USB key or disk (go with disk so that you have backup), and you are ready to start the upgrade process.
