Suspected GPU errors

I turned on my computer and my AMD CPU was locked to 2 cores from 4, I restarted it and unlocked it, launched Far Cry 4 and there were a whole lot of artefacts and well, some weird blue electric storm-like textures. I launched FIFA World randomly to see if the issue applies on other games, and well, this is how it looks like: 

I restored my GPU to stock settings (it was OC'D) and the issue still perseveres. I haven't tried any other solutions like reinstalling my GPU drivers yet since I'm not even sure it's a GPU related issue, waiting on a response from you guys.
